I started off my Infinity collection with Project Icestorm. I was vaguely aware of a controversy around a shift in scale between older and newer models, but was pretty oblivious at the time. I recently expanded into a Corregidor sectorial force by adding:
* Alguacil special weapons box
* Alguacil Hacker blister
* Intruder Sniper blister
* Tomcat box
Obviously, the Alguaciles all matched up with Icestorm's, and the Intruder looks fine, but the Tomcats look kind of silly. It is not a simple case of them being shorter people: they clearly look like they were made in a completely different scale! I think it looks silly so plan to avoid repeating that mistake. I know newer models (eg the new Mobile Brigada box) will be in the new scale, so I do not have to worry about those, but I want to clarify a few of the older models. I already know the Wildcats are of the old scale, so intend to pass on the Corregidor starter box (I bet they update the sectorial boxes around HS N3!).
Are the Hellcat blisters the same scale as new Alguaciles, or the Tomcats?
Is the Intruder with HMG the same scale as the Intruder with MULTI Sniper Rifle? In the likely event I field them both, I want them to look comparable.
Is the Jaguar box the same scale as the Alguagiles? Based on photos, their uniforms look very similar, so I would want them to be the same scale.
If I pick up the Dire Foes mission, would Lupe Balboa be the same scale as the Alguaciles?
In the future, I plan to expand the PanOceania models into a NeoTerra force. My questions are similar:
Is the Aquila Guard in the NeoTerra box the same scale as the Aquila Guard HMG blister?
Are the Bolts in the same scale as the Fusiliers (hopefully slightly bulkier, but same scale)?

I can't say for Lupe (I don't have the model) and how she compares to the alguaciles.
In answer to your PanO questions, though.
The AG multirifle in the Neoterra box is the same scale as the old HMG model, and more or less the same scale as the new one. I can post pics of old/new together with that model. The newer AG model with HMG is a more upright pose though (the old HMG is a slight backwards lean and squat).
The bolts are the same scale as the nu-fusiliers, though.

The new Aquila Guard HMG is a lot bigger than the old, crouching Multi Rifle one - so much so that I don't like the old one anymore and did an ORC Trooper arm swap to make a new Multi Rifle Aquila Guard.
Personally I think that the old Intruder Sniper is a bit weedy - the new HMG one is a lot beefier. Cue conversion of the new one to a Sniper.
The Jaguars are in line with the new Aguaciles.
I can't say that the size of the Hellcats or Tomcats bothers me - they don't look especially out of place.
As far as "scale controversy" goes, it depends on who you listen to; some people think it's the worst thing to happen since Lucifer engineered the fall of Man. Most people just seem to get on with it, buy the models and play the game.
I find myself surprised that I cope with it fine; this is coming from someone who refused to buy Star Wars: Armada because the corvettes are out of scale!

Now, now, Lucifer did as he was created to do. Angels, fallen or not, have no free will.
Theological stuff aside, The bolts will be fine with the fusiliers. If staying in scale worries you too much, refrain from getting miniatures that were released before the Bolts for Pan-O, except the TAGS. Same for the Nomads.
Just because something is a digital sculpt does not mean it will be in the new scale. The Hassassin Barid, for example, is on the small side compared to the new Ghulam hacker, for example. The Corregidor box vs. the Nomad Starter is the most egregious example of the scale shift, at least which I have seen, apart from the Bagh-Mari sniper and Stephen Rao.

The CB store allows you to list minis by release date (useful!). If, for PanO, I want to look at minis released between Bolts and now, what is the point for Nomads? Interventors to now?

Interventors to now, yes.
For PanO you have a much wider gap actually. Their stuff has basically been done in the 'new' scale since Stephen Rao/Singh.
