I've been wanting to do a Legion army for a bit now, but I am ADD'ing my way between armies. Which army is truly the best in the meta? What makes them good?

Well, I think there is no such thing as the best HH legion.
I'd prefer a legion which has special rules over a legion with just vanilla (UM) rules any day.

Im kind of surprised Alpha legion got up there. There are so many ways to outdo that legion

Because Alpha Legion have the best rules, and their versitality makes the same list effective against any army.
Plus they can take other legion specific units, and make them better due to Alpha Legion rules

At this point I gave up on them and Im doing Imperial fists. With the new BaC boxset, I can build a 2000 point list with $120

A qualified "yes". They're cheaper, as they come with combi-bolter and power weapon (I field mine with power axes), and you can go the Cataphracti route to get a 4++ at the cost of having the Slow and Purposeful rule. The option to take plasma blastguns is nice, and they can even take a frag launcher to count as having frag grenades when assaulting. So, better than in 40K, but not by a whole lot, really. Although, they do get the benefit of also being scoring units in a game where only troops are scoring units most of the time, so that counts for something.
Anyway, I put my vote in for Alpha Legion. Not even counting their Rite of War that lets them "borrow" a special unit from another legion, their ability to choose any one of several special rules at the start of each game to apply to the whole army is not something to be taken lightly. They also have some very useful wargear options, like the banestrike ammo.

Its really just because Imperial Fist rules make Legion Tactical Squads better at what they do and Legion Tactical Squads are just the main staple troop choice. In the event they go for a different troop choice their alternatives benefit quite well too. If you go Pride of the Legion, veteran army Right of War, their Terminators have assault cannons, storm shields, and the 30k rare deepstrike. They have strong special characters and relics.

RG are the best due to their RoW giving access to pods, their traits being all round good, and Mor Deythan being 1 of the best units in 30k, followed by AL for their versatility and decent RoW (although they do better as orbital assault with tank hunter), and NL running terror assault (again, access to drop pods and decent troops).

I am working on a small unit of them. Also have a Contemptor with some as well. Don't have promethium lines though.
