But that is often not the case, and the warp is a fickle thing. Even the big E had issues with it.

The only thing stopping you from including them in a csm army is your group's permission.

Take em for the same pts as loyalists if your group will let you. Mine probably would, but oddly enough they would be sketchy about me using the forgeworld drop options for csm. Is anyone gonna cry OP over it? If they do, they haven't played optimized lists from the tau, eldar, sm, and necron codices.

I think they should have access to drop pods. Csm aren't the infrastructureless faction some think they are. They are capable of complex planning. If they have accessible rhinos and land raiders, it only makes sense to have drop pods.
