Do you have any case of terrorism in a 40k novel, or rulebook etc ?
Not sabotage, but really terrorism.
I can think of chaos cultists, but I don't have any case in mind.

Quite literally millions of times every single day across a thousand worlds. Every single instance of, "This planet has rebelled," was most likely involved a few hundred to a few thousand unique acts of terrorism. You might think it's some uncommon thing, but you have to take the perspective of a single world. The Imperium is not a thing to many worlds. It's just the organization that collects a tithe, tells everyone to worship the Emperor, and deals with psykers. These people have far more pressing matters that may only extend to their province, their class, their country, etc. Those rebellions and revolutions may not be of any note to the greater Imperium, but to the people of that world, it's as significant as any real world terrorist attack, if not much moreso. Dealing with these attacks generally falls under the jurisdiction of the Adeptus Arbites and the PDF, depending on scale and relevence of the attack's location and target..

Chaos and genestealer cults often work through sabotage and terrorism. The Night Lords and Dark Eldar use terrorism as their main way of warfare.
Can't recall any specific mentions atm though, apart from one in the Dark Eldar Codex about the Dark Eldar using terror tactics to get an imperial world so frightened the entire population commits suicide. There should be plenty more in the DE codices.

Or if it doesn't concern the Imperium at all, whoever cares to try and stop them, whether that be official forces of the planetary government, other bodies with vested interests, or just someone there with a gun.

Yup. The Eisenhorn and Ravenor series have plenty of examples of terrorism.
Now while it may be effective at sowing terror among the populace, the government itself cares little. They're not soft hearted morons who would cave in to some minor violence.

I'm currently rereading Eisnhorn. Xenos starts with a terrorist attack that kills 12000+ people and in chapter twelve there are many examples of terrorism throughout the book - poisons unleashed, bioterrorism, bombs in Naval ships and trains, etc.
