If a unit of tactical marines with a heavy/salvo weapon were forced to disembark during the opponent's shooting phase, would they be counted as moving for their subsequent shooting phase on their next turn?
On BRB pg81 under Disembarkation Restrictions "After disembarking, models can manifest their psychic powers and either shoot or run in their subsequent shooting phase, counting as having moved that turn"
Does "that turn" mean the turn the unit is disembarking on or the turn the shooting phase is happening in?

It's referring to whichever turn their subsequent shooting phase happens in.

The turn the unit is disembarking. The Turn runs from Movement to Assault. A Game Turn involves two of these Turns. This is explained in "The Turn" section in the front of the rulebook.
So, we go from Movement where the unit Disembarks, go to Psychic Phase and do Witch stuff, then arrive in the Shooting Phase and have their Shooting affected just as if they were not Embarked and moved to that position, then go to the Assault Phase.

Not in this case. The unit is not disembarking in it's movement phase. It's disembarking in the opponents shooting phase.
As Insaniak said, it is referring to the turn of your subsequent shooting phase. which in this case, is not the same player turn, and not necessarily the same game turn that you disembarked

The answer is still complete, in its own way. I just took it from a regular, voluntary Disembark as opposed to a forced Disembark. Which should be a sufficient answer, if one knows where to look, which I did reference.

To be clear:
If a transport is destroyed and the embarked unit is forced to disembark during the opponent's turn,
the following shooting phase for the unit's owner will mean that heavy/salvo weapons count as having moved that turn (whether they moved that turn or not)?

It depends on why it was destroyed, but let's assume by enemy action in the enemy turn.
Your turn comes, it is no longer that turn they disembarked or moved.

I think there's sufficient ambiguity in the wording for it to refer to either the player turn in which the disembark took place or the player turn in which the unit's subsequent Shooting phase takes place.
In the ordinary course of events for disembarking the context is clearly the player turn in which the disembark takes place, so I think it makes more sense to assume that is the context in the case of being forced to disembark due to a transport being wrecked.

Actually, yeah, scratch that - on another reading I'm not so sure it's that ambiguous.
I think what makes it seem so is the usual course of events when disembarking, where it all happens in the one player turn, but it does seem to be referring to counting as having moved in the player turn in which their subsequent Shooting phase occurs.
