So, I am entering a tournament where I can only take 1 HQ, 2 Troops, 1 Elite, 1 Fast Attack, and 1 Heavy Support. I am limited on Chaos models, but if I pick up an Abaddon and plug him into my HQ, that would make my Chosen a troop choice, and not an Elite. So I should be able to take a list that looks like:

HQ: Abaddon, Troops: CSM, Chosen, Elites: Terminators and still be following the rules, right?

I would not recommend aba and chosen at 1000.

For beginners, more bodies the better. So more cultist and marines in rhinos. Take meltaguns on marines. Even Plague Marines are noob friendly.

For experts, multiple small units the better.

For tournament players, unkillable deathstars the better.

For scrublords like me, I recommend selling all your models and quitting 40k and never coming back.

If you can take Supplements you can run Black Legion for Chosen Troops as well. And then you can run a Lord of your chosen Mark so that you have Chosen and a Cult Marine of your flavor, like Plague Marines, without breaking these rules and still having plenty of points to play with.

It will mostly depend on missions.

Agreed with the above though, he is way way too expensive for that points limit.
