I'm not sure if I'm having a dense moment but I cant seem to figure out how to make a legal bound fluff army using a Skitarii and a Warhound. Can it only be done by going unbound or s there any way to do it where you could field it at major tournaments are at least as a bound force? Thanks!

No way. War convocation is needed, or a cad (or any other detachment) from another army to faun a Lord of war slot

You'll probably need to switch to Cult Mechanicus at the very least (I think they have a HQ and Troops selection for a CAD), or find a Skitarii detachment with a LoW slot.

Is there no legal detachment for just a war hound? I really want to keep it fluffy with just the skitarii and the warhound. It's funny considering their codex is littered with pics of them escorting Mars pattern warhound a and yet they don't have a LOW slot in the maniple.

No. A Warhound is only legal in 40k because FW gave it the LoW designation for some IoM armies (note some, not ALL IoM). As such you only can take it through a detachments LoW slot.
