Of course I realized I had put him on the base backwards after the glue and the pins were set......

The snow effect is Secret Weapons Miniatures - Crushed Glass. Basically you use a paint brush to put on a thick coat of clear resin then sprinkle with the crushed glass, then add a few drops of the resin on the top and let dry. (caution, the stuff is crushed glass, you need to use at least an N95 mask and gloves and poor over a container so that you don't get the stuff everywhere).
