I'm considering purchasing the Retribution Phalanx but I have a couple questions.
1.) Is it 1 single Triarch Stalker or 1 unit of Stalkers
2) What are its special rules?
3.) Is it really worth it?
4.) Is it a limited time offer?
I had more questions but I forgot. I will post here if I have more.

The formation says 1 Stalker, and 1 Stalker only. Scarabs and Warriors are a unit, so you can take full squads and (presumably) transport for the warriors.
The formation rule is very strong if you can keep your Overlord alive, and it's a decent discount. Find someplace selling the boxes at the usual online discount and its dramatic savings over getting everything separately at full price. On the other hand, the Stalker isn't that popular right now. So it's a nice starter kit, or if you really think you're going to use everything in the box. Automatically Appended Next Post: The formation bonus is that the units of warriors and scarabs will return to play within 3" of the overlord if they are completely wiped out, which is amazingly strong if you can keep your overlord alive.

If you want discounts, first see if you can find the old Necron Battleforce. While it's discontinued online, a few GW stores will still have them in stock. That is generally a better discount than the Start Collecting Bundle (in the bundle you're basically only getting the Necron Overlord for free).
However if you're specifically interested in that formation, then by all means go for it. And as far as we can see, it's not "officially" a limited time offer but GW could pull the plug at any minute (the old Space Marine Battleforces and Ad-Mech Maniples also didn't say they were "until supplies last" but still disappeared soon enough).

It´s so unpopular everytime i field it everyone and their mother from here to south africa is trying to kill it. I love my stalkers.

Stalkers work very well with lots of GA's. Armies just don't bring enough lascannons to take down 5/6 AV13 units in one turn. That means you get either exceptional shooting for the first few turns, or, er, exceptional shooting for the first few turns.
