It's the beta. I could tell you what's in it, but it might change when it's released. Best bet is to find your local PG and have him run a Steamroller with the beta rules.

While we, the PG's are allowed, and even encouraged to run events with the Beta rules and provide feedback, we're not allowed to just share or hand over copies of the Beta rules.

Not yet. In 2015 we've seen the incursion mission changed - no more removing one of the two outer flags.
