Hey guys, I play necrons against my buddy who is eldar, and I've been struggling in terms of the psychic phase for obvious reasons. What can I do about the apoc blast stuff, seer council, etc? Slogging dudes across the field always seems to go roughly for me

The only hope is to get alpha strike against them, like Deepstrike Deathmarks or Deatroyers. Just DON'T play a cat and mouse game with Eldar, no one can catch eldar jetbike unit and not getting shot off the table, not even your Wraiths can hope to corner the Jetseer council since they have 12inch move and 36 inch turboboost, all can move over your units. And unlike the Scatbike, turboboost do not stop the psykers from casting psychics.

I think I found your first problem...
Get some mobility in your list.
Ghost Arks are great, and Night Scythes will keep your guys safe until you need to drop them.
Tomb Blades might not be as good as their Scat-Bikes, but they're still pretty good.
Wraiths and Scarabs are always great (so long as you're not being dumb with them and charging things they shouldn't be).
Use a Veil for some "SURPRISE, MEATBAGS!" first turn shenanigans if you really want to throw him off.

As an Eldar player, let me just preface this answer with saying if your friend wanted to he could have a 2+ rerollable armour/cover save and a 4+ rerollable invul save with invisibility; that said you need to have a look and see if he is running a Baharroth in the group because if he isn’t he cannot hit and run out of there meaning they are excellent targets for your Wraiths. This means if he is using it as a Deathstar he needs to maintain his distance or be tarpitted for most of the game or if he uses it as support he will be out of range to buff his units. You may not be able to pin them down but if he slips up and gets into range you’ll make him regret it. Other than this focus on everything else and try to ignore the Seer council. (IIRC Eldritch Storm does not ignore cover which may help)

As a Seer Council user - typically I bring insufficient anti tank to the field which makes Quantum Shields fairly effective. Melee is a lovely alternative, however it's difficult to pull off if the Eldar is playing even a little attention. Wraiths will get there eventually!

The bargeLord is great against Eldar. Practically immune to shooting and psychic. And it's fast.
