Ha Ha. very funny. but in an empire as big as the imperium, surely there would be one or two cardinals that are on the front lines or at least live in fleets carrying AM or Sisters of battle

You can make any scenario you want in your head to justify a non-combatant finding their way onto the battlefield. The Cardinal in question has been captured and is an objective. The army is doing some kind of escort mission. etc.
There are so many things you can do you don't need a solid answer either way, it really doesn't matter. We have things like Astropaths and random scribes for Inquisitors on the battlefield, I'm sure a Cardinal or any high-ranking member of the Ecclesiarchy would fit in wherever.

Armandus Hellfire proves quite handily that cardinals are not necessarily non-combatants, lol.

There's no rules for Cardinals ATM but Inquisitor rules work well for all sorts of high level Imperials.
Indeed - there are, in fact, no provisions in the Decree Passive against individual priests taking up the martial arts as a personal hobby.
