So I'm thinking about buying this necron army

3 Monoliths, painted
100 Warriors, painted
5 Crypteks
3 Necron Lord painted, metal
2 Necron Overlord
12 Canoptek Wraiths
4 Canoptek Spyder
17 Canoptek Scarab Swarm
3 tomb blades

If I wanted to make this a competitive list capable of winning games what would I have to add

How much does that army run you?

You can almost run the Decurion, just do some conversions. It's pretty much the best way to run necrons and is very competitive.

Might be trading some of my daemons what's a decurion havnt faced necrons or read much about them in 7th

Just add some immortals and you've got a decurion. Reclamation + 2 harvests. You'll shred stuff with that. That's a pretty good army you've got. Lots of choices there. A few flyers or some heavy guns (arks and barges) as an optional purchase, just to add some variety, but by no means necessary.

For some info on the army and its units, look up the 1d4chan necron tactics page. Lots of good info there. Looking it over, you can make the decision if you wanna go with them and get the codex or not.

The Decurion detachment is a special detachment for necrons that is made up of 2+ formations. It requires a Reclamation legion (which is made of warriors, immortals, tomb blades, and an overlord, with options for lychguard and monoliths) plus one more formation.

Well, it's a unique formation to the necrons. It requires an Overlord, Warriors, Tomb blades, and an Immortal unit. It allows you to use quite a bit as well, and the Tomb blades are pretty good now. If wraiths weren't in the book you'd hear a lot about them.
Everyone within 12" of the warlord can re-roll 1's on the RP roll, Move through Cover, Relentless as well. All members regardless of distance give a +1 to RP, making every necron unit that has RP really annoying with how tough they are.

Wraiths get taken in the Canotepk Harvest (spelling?). Which essentially allows the wraiths to get other abilities that don't matter and RP if within 12" of the Spyder. This is what makes wraiths one of the best units in the game.

As said, a Decurion formation is well worth it. You have to fulfill the mandatory requirements to field it. Moreover, the Canoptek formation with Wraiths, Scarabs, and Spyders can complement the mandatory detachment very well.
