Thanks. After having to suffer through Omega Leader's shenanigans myself, I decided to give him a test run. I don't usually play imperials, but since I had four TIE/fos from the starter set(s), I got a couple more and cobbled together a list. Tried it a week ago, and it was surprisingly effective.
- Omega Leader + Juke + Comm relay
- Omega Ace + Push the limit
- Zeta Leader + Wired
- Epsilon Squadron Pilot x 2
I went against a relatively tame list and my foe's only ace (Talonbane Cobra) went down early, so I was spared the late-game ace chase that might be this list's prime weakness. I'll have to play it a bit more but, for a test run with a faction I'm rather unfamiliar with, it was great.

The OL/Palp interaction is a tricky one for a lot of people. I had it come up in a game at a store championship this weekend against Paul Heaver. I used Palp to modify a die when his OL attacked my Whisper. Paul seemed unsure if that was possible and a guy watching our game said I couldn't do it. I explained how the interaction works and that FFG has already ruled (though not in the FAQ yet) that it's allowed. The TO looked it up and confirmed I was correct.

Omega Leader is very good against lists with a low ship count. In the store championship I went to though, my swarm list ripped him apart. In fact, I won the three rounds in a row all against Imperial Ace lists that had Omega Leader. What seems popular is the Omega Leader with Juke and Comm Relay with Fel loaded out. All three lists fit in a different third ship, one used whisper, one Vader and the other Carnor Jax.

No different than he does with primary weapons. Did you have anything particular in mind?

Does he block ion shots from being cancelled and changed to "one damage plus ion token"?

No, because that doesn't modify, it cancels. Modify has a specifically defined step in the damage process.

No.
Canceling dice is not modifying, which is the only thing that Omega Leader prevents.

Ok, that makes sense.
What about Heavy Laser Cannon and Mangler Cannon? They say "change", not "modify" or "cancel".

There are three ways to modify dice in X-Wing: change, add, and reroll.
HLC doesn't change crits to hits and Mangler can't change hit to crits.

I didn't mention that in my anecdote... but yes, yes I did.
This was my list:

Advanced Cloaking Device (4)
"Omega Leader" (21)

I had a terrible start to the day. I lost my first game to a guy that was "pretty new to X-Wing" in less than 20 minutes which then gave me a bye the next round (which counts as a modified win with an MOV of 150, so I was technically 1-1). My second game (third round of Swiss) was against a Rebel list with Poe, Biggs, and Kyle Katarn, which I won pretty handily. At this point, I was feeling better about myself because I had won a game (prior to this, I had been on a wicked losing streak) and received my alt-art C-3PO card.
That feeling quickly evaporated when they announced the pairings and I found out I was paired with Paul. I've played in tournaments with Paul, but thankfully never against him. His raw skill alone was enough to cause me worry, because like a lot of people, I've watched him play and I know that he is ridiculously good at maneuvering his ships. His list also concerned me; he flew Fel, Omega Leader, Wampa, and a PalpShuttle (which I was similar to the first list I played, except it had Vader instead of Fel). After my run in with Wampa and Palpatine in my first round, I knew how dangerous he can be to a TIE Phantom. He played it safe with Wampa in the beginning, keeping him in the back with the shuttle, so I played cautious with Whisper and OL while I waited for the play to develop while he moved Fel around to try and flank me. He finally decided to make a push with Wampa, but I out-guessed him, leaving Wampa open to shots from OL and Whisper. When this happened, Paul told me that I surprised him with the move, which I took as a wonderful compliment! Wampa died a fiery death shortly thereafter, so he never got a chance to do anything. I killed the shuttle a couple of rounds later, leaving only Fel and OL. Unfortunately, I made a huge decloak error and ended up flying a nearly healthy Whisper off the board when I executed my maneuver. My OL and shuttle took down his OL and then I turned my attention to Fel who was desperately trying to kill my shuttle. I chased him down and snipped Fel at range 3 with my OL and killed him to win the game. The only ship I lost was Whisper, which I did to myself!
Paul is an awesome guy and a gracious opponent and winning a game against him was one of the highlights of my time spent playing X-Wing. I won my next game (the last round of Swiss) and ended up taking fifth place, just missing the cut to the top 4 (I lost a ship in every game and that hurt my MOV). I was fine with missing the top 4 cut because I was ready to be done playing and I was happy with my performance and perfectly content to end the day with a 4-1 record, a new range ruler, and a C-3PO card!
