So I just stumbled upon the Dark Angels Librarius Conclave Formation. Is this still legal to use? I am new to DA and building a Ravenwing Army with some Deathwing Backup. Just want to know all of my options.

I'm taking it to Adepticon so I sure hope so. I don't know why it wouldn't; I don't think any faction has actually lost formations. Maybe Tau?

It's kinda iffy because unlike every other formation, the Librarius Conclave wasn't reprinted in the Dark Angels codex, but instead in the Space Marine Codex. However I think someone emailed GW and they said that it's still valid, as they're still selling the dataslate. It's not like it's incompatible with the existing units either.

The only drawback when compared to the vanilla Conclave is that you cannot have more than one of it, as Ezekiel MUST be part of the conclave. Since he's Unique, you can only ever take one in your army as you can never have a duplicate of Ezekiel.

I am fairly sure it is still valid.

Was it changed? I'm not sure I got the new one.

If you bought it digitally, you have it. They updated the formation automatically.

It was some minor wording stuff.

I just downloaded it from Black Library again and I can't see any changes. Maybe it's that subtle.
