So does anyone know what this RoW actually does? I haven't picked up book 6 yet.

"I was never a Son of Horus. I was and remain a Luna Wolf. A proud son of Cthonia, a loyal servant of the Emperor."

Recasts are like Fight Cub. No one talks about it, but more people do it then you realize.

Armies.
Luna Wolves 4,000 Points
Thousand Sons 4,000 Points.

Relentless March: Infantry units gain a special rule depending on where they begin each turn on the table. They gain Relentless in their own deployment zone, Fleet in No Man's Land and Crusader in the enemy deployment zone.

The Warmaster's Portion: on the first turn, your units in the detachment reroll to-hit rolls of 1, in addition vanilla Legion Terminators become non-Compulsory troops choices.

No Slow and Purposeful units unless they start within a transport, but for Sons of Horus this is no biggie, and this row may only be taken by traitor Sons of Horus. No fortifications or allied detachments.

Cataprachtii Terminators don't have slow and purposeful anymore as of the latest FAQ, just all the effects of the rule.

Oh, alrighty then! Also got a bit of that rule wrong, but it's kinda fixed now.

There's no turning back... Triumph or oblivion.
