I'm pondering a Skaven force with a core of Warp Lightning Cannons and Doomwheels. Has anyone tried something like this? I'm looking at an Arch-warlock, a pair of Warp Lightning Cannons, three or four Doomwheels and two or three boxes of Clanrats. Good? Bad? Any comments are much appreciated.

Think it sounds awesome! Haven't tried it, got more a Pestilens theme going with my Skaven, but I'm looking to include more Skryre stuff, specifically Stormfiends. The ability to tunnel behind the enemy's line is huge and presents a big disturbance to the other side's battleline.

Clanrats I've found surprisingly good in combat and survivable even if their stats don't look like much.

All of those are solid units, clanrats, as mentioned, don't look good on paper but they never have let me down.

Another awesome unit to think about is the doom flayer weapons team. Its surprising the damage they can put out in a short amount of time. Everything from clan skryre matter of fact is very viable at doing its job. The only issue you will have is the same one that comes from all skaven, they are easy to kill, but using their tricks on movement you should be able to learn ways to mitigate that and always be dealing max damage. I am starting a undead force soon i think but I do play both daemons and skaven and by far skaven have and will remain my favorite because of the playstyles and tricks they can pull off.

I thought about the Doom Flayer, but I'm trying to stick with stuff I can easily get at my FLGS and avoid the metal/resin sculpts if at all possible at this time.

No worries, I can understand that, if you get any extra rats though they are super easy to convert up
