Would you be opposed to someone building a model with two separate kits on it? I'm putting together some bullgryn. I'm most likely going to switch between using them as mauls or grenade gauntlets on a game by game basis (a la proxy), and will never be running "mixed" squads or multiple squads with different loadouts, only one way or the other universally. If you were TFG, would you be upset if I modeled them holding the slab shield and the maul (since that's obviously the coolest weapon combo, brute shields are elbow guards). To be safe, would you say it's better to just build them as one of the kits and proxy or is it okay to do a mixed proxy like this? Either way I'll probably build them the way I want, but this will give me some insight as to who I can play them against and who will get grouchy over it.

they are your models. do with them what you will.
OTOH, bullgryns are fairly bulky models. would it be possible to magnetize your selected loads?

Tbh, against TFG, they will complain about anything and everything, so ignore them entirely on such matters since anything less than pure WYSIWYG will be shot down as "cheating".
For everyone else, it ranges. For me I really don't care as long as you explain to me what they have this game (don't suddenly have them switch wargear during the game). Alternatively, model the Bullgryns with the grenade launcher on their shoulder while wielding mauls and slab shields. The slab shields can serve as suppression shields when you wanna use the maul, and function as slab shields if you want them to use the grenade launchers (and just say the maul is purely decorative).

I'm not a huge fan of magnets (I'm not the best at fitting them in), plus where their arms join the torsos it's all kinds of wonky squiggles, not just a flat surface like most models, but I'll definitely consider it. What are you talking about, those plasma guns have been flamers since the game started! This I definitely like, will look at how hard it is to separate the grenade launcher from the arms. I think the worst part about the bullgryn models is definitely that they're meant to be put together in a certain fashion and varying from that makes stuff not fit so well

For the record, I figure it is always worth taking one power maul, since he can throw a frag grenade so not entirely sacrifice his ranged ability, but considerably boosts his melee output, and lets the ogryns be more threatening to a wider range of targets, so act as a better deterrent.

In my experience TFG generally loves to proxy as it makes list tailoring and passive aggressive cheating much easier.

Build your models how you like, the cooler you think they look the more worth you have got out of them. And you'll probably paint them up nicer too.
Gaming wise as long as the opponent knows what they're up against that is all that really matters.
TFG is somebody that should be avoided at all costs

Of course it's not cheating when they use it. It's only cheating when you do!
That is pretty much TFG's credo.
