Seeking clarification here.

This new daemon artifact can only be bought by a Herald of Tzeentch and states:

"If your Warlord generates all his powers from the Discipline of Change, he knows all of its powers."

So if I pick a different Herald for my Warlord, or a Tzeentch Daemon Prince, who then rolls all his powers on the change discipline, HE gets all the powers correct?

The endless grim never mentions that the warlord has to be the actual bearer of the grimoire after all.

Thats how I read it.

An issue is, that in the current daemon codex most things can't generate all their powers from the change discipline. I believe this restriction is removed in the expansion, as there are now a full set of powers in each table, but this isn't explicit, so some may contest it.

This would be true. But for the blurb that states the new book replaces and updates the old. And the new psychic tables have no such restriction.

The restriction wasn't in the psychic table though. It was in a paragraph descrbing how you chose psychic powers, which we don't have any indication to if it got replaced or not,
