So now I know your all going to be thinking what he's had success with warp talons but hear me out. I have found a way to make them work rather successfully to the point where whenever I field them they tend to make their points back.
Now first of all let's start by looking at their profile. Like all marines they pretty much have the standard marine profile across the board. In addition they also have a pair of lightening claws and a jump pack as well as the daemon rule. This means that versus AP3 or better they are actually more survivable than the average marine and are not as reliant on cover.
So how have I made use of them and got them to work?
Well one thing I've noticed is people often make the mistake of deepstriking these guys. Let me start off by saying this is a bad idea as to be honest their special rule is a gimmick and not a very good one. Another mistake people make is thinking these guys are a hammer unit when in fact imo these are more of a patient surgical strike unit. What I mean by this is don't jump into the first combat with them and instead I've found in my experiance being patient with them works very well. Normally when using them how I use them will depend on the warlord trait I get. For example bout 3 months ago I had a game vs Grey Knights and as I play on ruin heavy boards alot I rolled on strategic and got conqurer of cities which is perfect for me as this allowed me to have the talons hop from ruin to ruin while waiting for their opportune moment to strike. As it happens that moment was turn 2 after my opponent disembarked 5 purifiers from a land raider and another 5 from a razorback (which funnily enough my warp talons made mince meat out of both units). Even after they had been reduced down to 2 models from their starting size of 5 they were still useful to me.
So basically in my experiance they work best in small units I run mine with Mark of Nurgle but choice of mark is up to you. Now I'm not seeing these guys are going to win you a tournament however I feel this unit isn't as bad as people make them out to be.

Agreed I don't think the situation chaos is in is as bad as it's made out to be but I've found that using certain strategies I used to use with my Dark Elves in fantasy has gave me some great results

I have found them to be a good counter charge unit but that's about all they cost to much to be a forward unit as they just get mass fired to death (you will fail the 3+ with tons of shots)

Raptors do everything better mathematically except charging MEQ outside of cover.
Add to that being able to take Melta Guns and not having to invest as many points in them, I have to ask why someone even bothers defending Warp Talons at this point.

I'm sorry but maths does not take into account many things like player skill. Raptors and warp talons do not have the same purpose in a list for 1 with the exception of the champion raptors close combat attacks have no AP value.

They don't NEED AP value because you're getting almost two Raptors for a single Warp Talon.
Player skill is also the lamest argument you could've made. Mathematically Raptors are better against everything but MEQ outside of cover, they're both Jump Units, and you're even suggesting not to Deep Strike Warp Talons to make use of the one unique ability they have.
I mean, what aspect of Player Skill is present here?

Math and skill aren't mutually exclusive. If a skilled player was going to make warp talons work, then that player would get better result from using a better unit such as raptors.
