I am working on an intricate scratch build titan, but need to check something lore wise. Could a warp-smith with vast resources and time, be able to construct something akin to a a war-hound titan? I know they can build the daemon engines such as forge-fiends and the like, but would/could it be they that construct the leviathans of corrupted machinery that are titans?
If so, then I might have something worthy of showing sometime soon.

Chaos has Titans so, yes.
It would, in fact, be easier for a Warpsmith to do so, as any mechanical shortcomings can be overcome with sorcery and daemonic warp-flesh.

Ordinarily, the Dark Mechanicum would be the ones I'd leap to for building Titans, but it's not like it would be beyond the grasp of a Chaos Industrial World, so long as the proper STC can be acquired.

Daemon Titans are precisely the sort of thing a sufficiently wealthy and powerful warpsmith might well be building.
What's the point in becoming a master of technology and daemonology if you can't use it to build superweapons?

Considering a Warpsmith's nature and loyalties, it's probably most likely that a Warpsmith to have allies and contacts within the Dark Mechanicum without actually becoming a part of it. This would allow a Warpsmith to remain completely independent whilst also being able to get those juicy bits of techno-arcana.

Well, lets face it, that's basically how the Dark Mechanicum works internally as well.

I know that they are connected, but they have pretty much the same connection as tech-marines and the mechanicus, having both been such. The Warpsmith to my knowledge is not really part of the dark mechanicus, just working with them.

The connection's a bit wider than that.
Some Warpsmiths trained with the Dark Mech.
Some Warpsmiths trained with the AdMech (they were tech marines before they fell).
Some Warpsmiths got their skills by bargaining with daemons.
Some Warpsmiths are Dark Mech adepts so far gone into machine/daemonhood that they have astartes physiology.
All of them probably have at least one other Warpsmith or Dark Magus on the old Psychic Speed Dial.
