Can I use a weapon with the Blind special rule even if the weapon cannot harm the target model? The Cerberus launcher cannot even take a hull point of a Dreadnought, but the Dreadnought has a Initiative value and is still subject to the Blind special rule, if it doesn´t pass the test.

Nothing requires you to be able to inflict damage. X ref with marker lights.

Read the Blind rule and see if it requires a Wound, Hull Point loss, or any damage reference at all. Look at its conditions and it will tell you all that you need to know.
