Not sure if they do have a name but I think they're just scrolls of parchment. With prayers to the Emperor on them or something along those lines.

They show up in a few places. I always assumed they were scroll cases. Could be anything written on them.

I use them on Inquisitors as scrolls of names of the Heretics and the Witches. I don't think I've used them on rank and file marines, but I'd be tempted to put them on my chaos duders.

They are scroll cases. During the Great Crusade, some Astartes Legions would dedicate themselves to a specific purpose. They called this their Oath of the Moment. They would place a seal, scroll, or parchment on their armor as a sign of their duty and honor.
10,000 years later, Purity Seals, parchments, honorifics, and scrolls have taken the place of the Oath of the Moment. They simply recount the deeds of the bearer, are honorifics, or are purity scrolls. So, basically, the "common" Astartes has a seal on his armor. Sergeants have greater or larger honorifics because of their history and status. Terminators, being the greatest examples of their Chapter, have massive honorifics.
That's all it is. It is designed to add character to a model. If a Purity Seal shows honor, then a bunch of scroll cases denotes even greater status and honor.

That's interesting. I read a short Lexicanum article and most of the Wiki article on The Oath of Moment/ Death Oath, and found mention of the scrolls but not the cases. Do you know anywhere else I could read more on the subject?

I'm hesitant to use them on anything but vets, because they've got the little Crux Terminatuses on them, but it occurs to me just now that I might give them to my Drop Pod suicide Tac Squads with the premise that they've taken an oath to destroy their target deep in enemy territory, and should they succeed and survive they'll have earned Terminator Honors. A rite of passage for the rank of Veteran if you will...

The first 3 Horus Heresy books: Horus Rising, False Gods and Galaxy in Flames have quite a few mentions of Oaths of Moment.

In those books are the cases mentioned specifically?
Also, does anyone know of any sprues that would have these with something other than the little Crux Terminatus at the end?

If I remember correctly (it's been a few years since I've read them) Garviel Loken swears an Oath of Moment in front of Horus Himself before deploying for battle.
I'm pretty sure there's some scrolls with skulls at the end as well somewhere.

|
Blood Angels tac squad has one in it with a blood drop attached (you can easily clip it off).
The Assault Squad also has one.
They do look a bit different though.
