If a model has a ranged stat, but no apparent ranged-weapon in their profile (nor ability to buy one as an upgrade), do they still make ranged attacks of some kind? I feel like a bunch of profiles have a 3+/4+, etc... listed, but no obvious bow or anything.

No - every model is assumed to have a hand weapon (unless they are explicitly said to be unarmed) but not a ranged weapon.

So what practical benefit is there to assigning a value to models who seemingly can't even buy a ranged weapon?

Because GW learnt their lesson from back in 3rd/4th edition of 40K when they gave a Daemon Prince a ballistic skill of 0 and then later on gave him access to a minor psychic power that was a Shooting attack.

In other words, its there just in case its needed.

Quite so, Ghaz.

Also - keep in mind that the current iteration of SBG grew out of scenario-based gaming rather than pick-up gaming. You could easily have a scenario in which a model not normally armed with a bow might have cause to shoot or throw something.
