So is it possible to have an army of space wolves with little to no vehicles and how hard would winning be with this type of army.

You obviously haven't looked at the Curse of the Wulfen supplement. A Wulfen Murderpack with three units can almost guarantee that at least half of your army will be able to charge turn 1. Yes, this is not only a viable army composition, it is probably one of the most powerful builds out there right now. I've seen a SW army table Tau in three turns.

In my opinion, it is possible but you have to play very tactical.

This edition is in the hands of shooting armies, but otherwise it's totally a viable option.

TWC is amazing. Most HQ choices are amazing. Notably Iron Priest on Thunderwolves with Cyberwolves, Wolf Guard Battle Leaders...
