Hey, I'm looking to start a dark Angels force but haven't seen them on the table so don't know what works. What's the best build that they have? What should I take/avoid?

Ravenwing (Bikes and Speeders) are considered the best.
To avoid is everything to do with the Deathwing (Terminators).
Other people can give more detail I'm sure.

Get Ravenwing bikes. As many as you can. You especially want Black Knights. Another good thing to get is a Darkshroud, as it gives them Stealth (Black Knights combine this with Skilled Rider for a 2+ rerollable jink save). If you are wanting a more all-around force, you might want to pick up the Dark Angels half of the Dark Vengeance set, as you get a nice selection of models.

ravenwing is the strongest part of our army at flat value, but dark angels are historically built on synergy marrying the bemefits of units togeather. as a result dark angels can be taken in other ways and do well. while the ravens are probably the only "competitive way" to play angels you have plenty of alternatives that are fun and interesting such as in a CAD with multiple pieces of forgeworld, this is actually how i run my angels and it creates a very thematically pleasing outfit to put onn table, bubble turret predators, and relic dreadnaughts, and ancient marks of armour is the hallmark of the dark angels owners of some of the oldest stuff in the marine arsenal in bulk.

So would a list built around an interrogator chaplain on bike with a couple of darkshrouds with some black knights and regular bikers be a good choice? I quite like interrogator chaplains

Librarians on bikes are good too, not just interrogator-chaplains. Dark Angels have their own unique psychic discipline, Interromancy, that is super fun to use.

Interrogator Chaplain on a bike with black knights or a command squad. I give him the Mace of Redemption and keep a Dark Shroud close for 2+ rerollable jink. Blind and Hit and Run.

Where do you fill out the point with the lists? Due to taking a dark shroud you can only fit in two black knight squads and a command squad! Are they just five/six man squads to fill points?

You get 10 fast attack spots in a Ravenwing Strike Force. I been running a Tri-wing as of late mainly because I am still building and painting. Really have to finish the rest of my RW. Anyways, I'll always have full command squad with an Int Chap on a bike with MoR with a Dark Shroud close by. I'll charge a strong target turn two, hopefully blind it and hit and run. Then have DW Knights or Terminators finish it off turn three while the Black Knights and Int Chap charge another unit.

If you're just starting out, deathwing are good at filling points, but they are quite "hit and miss" in game.
I've found that grav guns have more than made up for losing the dakka banner. I'm currently testing msu spam with 3 man bike squads armed with 2 grav guns and a combi grav.
Its surprisingly brutal having 9 grav shots per squad on their first round of shooting. They clean up units from objectives with relative ease, and of course with their speed and numbers, they can get to those objectives quickly.
Add to that a 10 man black knight squad with attached white scars conclave that brings ignores cover and more than likely invisibilty, and you have quite a competitive army.
I'm yet to play against a competitive tau list but i imagine that's going to be the toughest challenge

Ravenwing are definitely the stars of the codex. That being said, our tacs really aren't too shabby. At stubborn leadership 8 they are very reliable, and more often than not with full bs over watch you basically have an extra shooting phase if you are up against Orks or any assault army.
If you like land speeders, consider the support squadron formation. 3 speeders with heavy bolter/typhoon missile launchers plus a dark shroud clocks in at just over 300 pts. That's 12 str5 and 6 str 8 ap3 shots with great range, that hit all ground units on a 2+, on a unit that rocks a 2+ save if they are partially obscure AND can fire over watch to help protect fellow ravenwing. Seriously brutal
