I agree that the Shrine seems meant for a single large group of
DAs, but I'd add that it is still possible to do all Avengers with this formation if you want to, you only miss the +1 shot, which is a bit overkill anyway.
As for using the
CC units, I would point out that
DAs have loads of
CC abilities, so choosing +1WS to benefit the Banshees or Scorpions would not be lost on the
DAs. Even though
DAs are better used as a shooting unit, it is clear that
GW intends them to be the "all-rounder" Aspect unit. I am actually surprised that
GW made a
DA specific formation in the first place instead of just the Aspect Host.

While we are on that subject, why the heck are there 2 Guardian formations that are exactly the same, but just have 2 different type of guardians? It would have been better to make 1 Guardian Formation that you could mix-n-match Storms & Defenders. It just seems to me that there are too many redundant formations in the Eldar book.
