Personally, I own a smaller 4 or 8 serving Foreman grill... It is amaaaaaazing! Seriously, you can cook just about anything you'd do outside on a regular grill with it. The one issue I have with mine is with the heat setting. It seems that no matter where I have the temperature slider set to, if I'm doing a "volatile" meat like chicken, I end up with a near excessive amount of brown crusty, almost "burnt" layers where the contact points are. If I turn the heat down, I have to leave the chicken on so long, so that it cooks through, to the point that rather than being a brown crusty layer, it's a golden colored crust.
But it does definitely cut the fat and all that stuff he advertises 
Also... what kind of nazi organization is your HOA??

Who knows. The old HOA was terrible, so the new one I think is trying to prevent future disasters and clean up the old HOAs mess.

It's not terribly uncommon for condo associations to prohibit open flame cooking. I can see an HOA doing it if the houses are especially close or something.
But why an outdoor electric grill? Just use your oven. Broil.

The only thing worse than a broiled steak would be someone putting ketchup on a steak I grilled for them.
I'd have to find a place to hide the body...
Since you clearly don't live in Texas or that HOA would be run out of state, I'd guess you're best bet is either a George Foreman grill (I've used them. It's nice) or something like this:
You'll want a lot of heating elements to make sure you get an even temperature.
Also, Kronk has a sad. electric steak grill. *sniff*

If you are limited by the HOA then you do what you have to do.
(No open flames? Not even a Coleman propane stove you use for camping/picnicing? )
An electric one is fine. As note you can get them with multiple burners. Mom had a Foreman Grill which was actually really good for a quick burger. Its about the party at that point.

Look into Weber grills they make an electric grill. I had a job one summer in college and all I did all day was assemble grills. Weber from my experience are the best grills made, your going to pay more but worth the money

Just use a normal grill outside and if they ask just say its a fireplace? Has to be some sort of loophole that could save you from the horrors of trying to cook with an electric stove or grill.
