Do BT have their own supplement or is it in the C:SM?
Don't play regular marines and wasn't sure where they were currently located.

No madam, 40,000 is the year that this game is set in. Not how much it costs. Though you may have a point. - GW Fulchester
The Gatling Guns have flamethrowers on them because this is 40k - DOW III

They were rolled into the Vanilla Marines codex, watered down to nothing unique other than a couple named characters, a unique HQ choice (Sword Brother?) and a unique troop's choice with rules to encourage a Black Tide, choppy marines in a DT Land Raider (think Objective Secured), or just some MSU marines with an extra weapon.
My friend has the Angels of Death supplement, and I believe they can, in a semi straightforward manner, field a formation of formations designed for Imperial Fists, though without their unique troop's choice.
They do also get a unique set of Warlord Trait's in that book that offer a few throwback style rules to your Warlord to help them feel a little like marines they were in the old dex. There are also a couple relics in their, probably designed for use with Imperial fists, that I expect Black Templar could use. (They use successor chapter's repeatedly to seemingly allow BT to use the goodies rolled into Imperial Fist section).
I hope you play them, they are fun and usually a welcome sight.

The special HQ is the Emperor's Champion.
The Sternhammer Strike force Decurion is only for Imperial Fists Chapter tactics so the Black Templars cant use it and I really cant think of why they would want to.
Those Warlord traits already existed. Said relics already existed in the Sentinels of Terra book and are only able to be taken by Imperial Fists chapter tactics. So a 'crimson fist' army could use them but only because game wise they are identical to Imperial Fists.
I would love a black templar supplement and I am a bit surprised they didnt get one in Angels of death, but with how spoiled Space Marines are I am not going to complain.

I will have to spring for the book then...
So no more neophytes or any of that? I will be fielding storm Hawks too. Not sure if there are fluff bunnies for that yet or not but they will be easy to paint!

templars still have crusader squads which is where neophythes and initiates are. each squad is led by a sword brother. however a sword brother is just a veteran marine sgt with a different name, the nitiates are just space marines and neophytes are scouts. crusaders prefer melee output over ranged output and there transport options including the land raider. the formations for them dont exist but they have there own warlord traits section in angels of death. considering that the crimson fists and black templars are the only marines without formations or relics i imagine at some point we will see them get used in a campaign togeather, maybe a new battle on rynn's world with the celestial lions since the lions and templars under grimaldus are heading back in that general direction anyway

So in the chapter tactics BT can't have librarians in their formations. Does that mean I can't align with Grey Knights or is that specific just for the primary detachment?

It means that any detachment that contains one or more models/units using the Black Templar Chapter Tactics cannot contain any Librarians. There's nothing stopping you taking from taking a detachment of Black Templar models/units (which cannot contain psykers) and a separate detachment of Grey Knights (which can contain psykers)..
