That, like most of the Dawn of War quotes, predates the game by a significant margin. It is, in fact, a Thought for the Day from the 3rd edition rulebook.

One of my favorite quotes and actually quite applicable for pessimists (which I am). It also does sum up GW's relationship with CSM, Orks, DE, and Blood Angel players.
