Queston 1.

Does each model in a Brotherhood of Psykers unit proc 2 str5 hits with Electrofist from the Fulmination discipline?

Question 2.

Is there any way, through any schenangans, to give these new powers to non-space marines? Skitari, Inquisition, Guard.. anything? I love a lot of these new powers, but dislike marines. Greyknights I suppose are tolerable.

Answer 1: The Space Marines faction does not contain any Brotherhood of Psykers, so this is rather theoretically - but yes, if the BoP is the caster, all of them gain the benefit targeting "the caster".
Answer 2: Sure - house rule it. Anything else? Nah.

Grey Knights other than a Librarian cannot take any powers other than the ones they start with - so there is not a Space Marine faction that has Brotherhood of Psykers special rule that can access the power.

Grey Knights units.

Since when are Grey Knights part of the Space Marine faction? Lore-wise they're Space Marines, but they're part of the Grey Knights faction per the rules.
