I'm aware that commanders can take as many sif systems as they'd like without them counting toward hard points. So I'm confused if this would make a fusion blade count as taking up 0 hard points. The book says it replaces a twin linked fusion blaster's profile with its own, so I'm curious if this means it essentially goes from taking up 2 hard points to taking up 0 since it's essentially being replaced by a signature system.

Do Hard Points even exist? I'm pretty sure that was the 3ed thing

Hard Points still do exist. Fusion Blades don't take any HP, as they're signature systems. The twin-linked fusion blaster required for one takes 2 HP, though.

As noted, you're required to have a twin-linked Fusion Blaster in order to take Fusion Blades. Fusion Blades does not replace the twin-linked Fusion Blaster, just its profile. Its essentially the same as the Special Issue Ammunition that Sternguard Veterans have for their bolters. It changes the weapon's profile, but you still have the bolter.

Ah, well that makes sense then. My next question would be if you can take a commander with fusion blades as well as bright sword.

no. for the same reason why the ECPA is unchanged but the one model that benefits cannot take it. You can only take 1 of each signature system in your army. if you take brightsword, it has one, and you cannot include another.

Oddly enough, when I take a Fusion Blade Commander (Blademander?), I almost always end up with Brightsword, due to having 3 points to spare which goes into Advanced Targeting on the 'mander. A twin-linked AP1 sniper is awesome just before a charge.
