So currently my meta is as follows:
Chaos Space Marines - Deathguard; quasi-retired but will play if I ask him.
Grey Knights - Always looking for a game, SoB allied detachment.
Dark Eldar - our schedules never line up.
Eldar - Getting married, almost never around.
Tyranids - the Eldar player.
Ad Mech - Always looking for a game.
Ork's - always looking for a game.
Space Marines - Raven Guard - Same as Ad Mech
Space Marines - Crimson Fists - Same as Dark Eldar
30k Alpha Legion - Same as Orks
We have a Tau/Space Wolf player, but he's not around much.
I'm getting back into the hobby and I have a 5 man half assembled Sicarian squad with no weapons or heads. I've still got the sprue, but I can't decide what unit to make them into Ruststalkers or Infiltrators.
I like the Infiltrators because I'm a fan of Outflank, but they typically don't do much damage.
I like the Ruststalkers because transonic is really good, but they have died a lot to ranged attacks.
What do you guys think? Which is better with this meta in mind?

These units are best used in tandem. That said, given the choice of one or the other, I'd take Infiltrators. They're capable of contributing at range as well as affecting a battle without ever making a charge via their diminishing aura.

Infiltrators ruin any Ork's day. Arm them with Tasers and Flechette blasters, whilst giving the Prime the Phase Taser, and shred the boyz at the front with 25, minimum, flechette shots, followed by a furder muck of tasers, and then go tarpit the warboss and hope he gets sent to another dimension.
As for Ruststalkers, I've yet to use them, but they seem like the sort you'd charge head-on into a Carnifex, or similiarly tough MC.
Given that the Nid player is rarely around, and you're almost certain to have enough Anti-MEQ with the rest of your Skitarii, go for the Infiltrators.
Even if there's no horde to pepper to pieces, you can still try your luck against a vital character.

Infiltrators with tasers. Don't outflank, infiltrate behind a tall line of sight blocker.
Of course you'll want both for War Convocation.
If Imperials somehow got an Assault Transport cheaper than a Land Raider, then Ruststalkers would be awesome.

If it's one or the other I'd suggest Infiltrators. Don't bother taking the stubber as while it's a higher strength it's not a pistol so you'll lose an attack on the unit. Flechette blasters are one of those things that are terrible at a glance but against but they're surprisingly good. Strength 2 is blatantly crap but with each Infiltrator getting 5 shots apiece and Shred it means you'll "statistically" put more wounds on an enemy squad than a 5 man bolter squad in rapid fire range. The other reason I suggest the infiltrators with Flechette Blasters and Goads is purely because while they lack the negation of armor their brethren do they have a +2 bonus in strength and the taser rule which for every 6 you roll to hit you get 2 more automatic hits on your opponent. The goads actually lets you hunt light armor quite effectively and you take on Blobs that normally would tarpit/wipe out the infiltrators. Plus add in their annoyance aura of hate and you have a unit that can pull more than it's weight in most conditions.
Though if you're set on Ruststalkers always take the Razor and Chordclaw. While yes you can swap them for dual Swords for a nice +1 Strength you'll lose out on the Chordclaws "molecular dissonance" rule, which in all honesty to simplify it take your stalkers attack -1 for each one alive and roll those seperately for Fleshbane. It still has the Transonic rule so first round 6's are ap2 after that all are ap2. The stalkers however are lacking any form ranged and are exceedingly squishy and will benefit more when you have a squad of Infiltrators and Vanguard in the fight with them to further debuff.

How are you planning on running them, given their Formations includes taking both? I think Infiltrators are obviously more versatile (built my first box with Flechette as well), and I think solo Rustalkers are a bit to weak to move up the board on their own. Rustalkers need another threat to draw fire away from them in larger games, but I think they would do a lot better in smaller skirmishes with less focused fire. I plan on having a unit of both to work towards some of the larger combined formations, but would recommend starting with the Infiltrators.
