Yes. And to an extent, I believe that that's the intention  The only 'hard' part is fluffing out the massive eagles on the chests.

Fortunately, they don't have eagles on their chests; they have winged skulls. The Imperialis is an existing icon used in the heresy era - it's on the Solar Auxilia vexilla, for example.
It's normally associated with loyalists, but not exclusively - it's primarily a symbol of "the Imperial Military".

I personally use Anvil Industry's "Black Ops Fireteam" as it looks like they're wearing a more compact version of Power Armour, allowing for Stealth Ect (I play AL)

I use scouts for my rank and file guys, but I converted the serg and my vigilator to make them look a little more 30k-ey (I used a lot of fantasy marauder bitz and putty).
For the most part I feel scouts are totally fine.

IIRC from another thread, you dont really need to remove the chest eagle since non of them are eagles. its the wing on skull which represents swift death. not the aquila.
but personally would like helmets on them.

Plastic scouts with the heads clipped/filed/dremeled off combined with easily ebayed plastic helmeted heads from militarum tempestus guys would probably look awesome. Forge world used to make this imperial guard sniper guy who was meant to be sticking out of a tank hatch and had a bionic arm. He really looked like no other guardsman, so I bought a couple, sculpted on some armor, and stuck him on crouching cadian legs, and they made good scout snipers with helmets. I'd post a pic but I'm several states away from them atm
