Well if I'm being honest I paint 2 minis a day in some fashion, and work on a schedule. In this regard I will build 2 SM's, and prime black on day one. Day 2 is base coating in a 50/50 mix of Lahmien Medium/Leadbelcher, follow by weathering with Agrax/Bieltan Green. Day 3 is detailing with Runefang Steel and washing with Nuln Oil and edge high lighting with Iron Breaker. Day 4 Storm Host Silver for the eyes, and use whichever technical color I will be doing the helmet lenses in(usually Soulstone Blue), and finally assemble completely attaching the weapon arm. After doing this for an entire squad(15 models as its a HH Iron Hands Legion), I will base all 15 and begin my next models.
This time table deviates, if I have more free time I can do in 2 - 3 days, obviously this sounds daunting, but setting yourself a schedule or plan helps ALOT but the main thing is keeping your eye on the prize, and goals set, the pride you feel in seeing the hard work you've done finished is a great feeling, and seeing them on the table next to another well painted army makes it look gorgeous and vivid, and seeing a painted army may inspire someone to paint theirs to the same level, and give someone the same pride you feel.
Obviously, it's a process, but one worth doing. So as far as it goes I would never judge and would gladly play against and unpainted one and hope someone takes from mine inspiration for their own.

I try, but painting takes a lot of time. It's fun when it happens, but I will NEVER turn down a game or judge someone for not having a fully painted army. All in all, my 'standard' list is 80-90% painted, however, all of my models for my army accounted for, I'm probably closer to 60%

I prefer to field my painted models, definitely. There are around 5 I like to use as much as possible, but they're not ones that can be fielded as a squad together, unfortunately. Just ones that came out better than others.
As for opponents, I definitely prefer to see painted models, but I wouldn't judge or turn down a game over it. People don't always have the time for a few reasons; personal issues, being out of town/away from models, no money spare this month because unexpected bills, etc. There's plenty of reasons for it, and it happens. It could even be that you prefer playing over painting.
Actually, I still have a box of 100% unassembled Centurions because I can't decide between an assault squad or a second dev squad. The box has been sat on a shelf for around 2 years now. A good chunk of that, however, is just because I've been out of the hobby for about 9+ months now. Also why my army is still sat partially unpainted, and some men still lacking their grav-gun arms. It happens, there are many reasons for a person to not get the time.

With groups I play, we usually have fully painted armies.
Unless we ALL had adopted a new game and we may not be willing to wait that long.
I have been on this topic enough times to now keep it short:
PLEASE try to paint, it usually does not have to be all done but at least show some progress each time you play, to show you are working on it.
It does not need to be jaw-dropping painting... even better, get all the block-painting out of the way and then detail as you see fit later.

I do not despite playing 40k for over ten years play with a fully painted army. At one point i was very close to a fully painted force but circumstances conspired to see that army out of my life and me take a break for a long while afterwards. Now though I play almost exclusively IG and once AM dropped i picked them up. What i do have painted is to a standard that is above and beyond tabletop quality which is probably my downfall considering I enjoy horde IG.
I doubt I'll have it all finished or ever finished because well honestly, I enjoy collecting and converting far more than painting. When I do paint though, I give it my best.

I do, but many of my models have only shading or no shading or highlighting. I hate shading and highlighting and it's only recently my new models have incorporated both barring some exceptions that are just too tedious for the end result.
Other than a lack of that I usually have at least 5-6 colours in my army and sometimes more if its an important model (which is usually shaded and highlighted).
So yes beyond any doubt. I also tend to paint all my models in partial pieces for the best effect.

I play fully painted. It brings me joy to see a battlefield with painted armies. At my club there is only a handful of players that bring fully painted armies. I love those games, as they tend to bring players that love the game, instead of just buying what is most powerful. It sounds Elitist, but It makes the game more fun(and makes Bat-rep pictures worthwhile) I won't turn down a game because the opponents army isn't painted though

Everything said here I think is the "right" attitude.
Except maybe the "sounds elitist" more like the "esthetic" of it, you do not demand it, it just seems that much better a game, it is "pretty".
