Did GW ever put out rules for these models? I'm perhaps being stupid, but I can't find them in the Desolation of Smaug book, or the two free PDFs?

Not that I'm aware of, I believe it was hinted they may be in the new Hobbit compilation book later this year, and the second (I think) issue of the SBG fanzine had house rules for them if I recall correctly.

Failing that, just use the regular rules for them, or run them as Dwarf Captains/Kings from the old Dwarf list.

I don't have my books handy, but are they in the big Hobbit hardcover rulebook? IIRC the young versions of the two characters both appeared in flashbacks during the first movie.

The characters from The Hobbit SBG are one of the free pdf's mentioned, along with The Battle of Five Armies.
