I used kalabites as the low end of the spectrum. In my view. My lowly BA whirlwinds lay waste to them, so I'm calling them not good.

Kalabites need some fixing. Compared to Guardians and Avengers they're definitely lacking.

Ah.
When I look at:
Kalabites
Dire Avengers
Guardians
Rangers
Tac Marines
Scouts
Guardsmen
Ork Boyz
They all seem reasonably well balanced between them. Maybe a little tweaking, but nothing pants-on-head.

Kalabites are considerably weaker than tacs or dire avengers. I believe the 5+ armor without the guardsmen price does it.

Kalabites are extremely weak, especially when compared to scatbikes. (And they do need to be addressed as they're incredibly weak)

That was my point. When there is a gulf as wide as kalabites vs windriders, no generic troop fix will work.
