Is there a place these sort of free rules have been compiled either by GW or the community? As a new player it would be nice to read some other faction's rules without the cost of a codex library.

The Looted Tank is not there, but free rules like for Deathwatch, Tyranid and Genestealer Cults can be found - usually within a week after release - on the Back Library website

Free sample copies of all rule books are available on the Black Library website, too. Best place to get an overview of the units of a faction is probably 1d4chan - if you do not mind snarky comments and the occassional swearing or asking here on the 40k general forum.
