As titled. I am looking for the most effective non-chapter specific, bike formation out there.

Bikes are still troops if you take an HQ on a bike right?

If you want bikes as troops then CAD is good for you.

If you are looking for an all bike formation then the scar blade strike force is what you are looking for with the hunting force core. Let's of benefits to bikes offensive capes and their mobility.

The Medusa strike force is also good for making a tough as nails bike star as well. With benefits to feel no pain minimum core points required.

These are chapter specific. I run Firehawks (ultramarines) and cant take those formations

Firehawks have Badab rules, some prety basic stuff. I thought I had to be white scars chapter to take a hutners cadre? Or Iron Hands for the Fist of Medusa Strike force?

You have to use the specific Chapter Tactics to use those formations, but you don't have to actually be those chapters. Otherwise there would be a lot less White Scars Battle Companies running around.

So, in theory, I can have Firehawks with FnP by running a firehawks bike army with a FoM IH force...

Yes!...and no.
what he's suggesting is running your "firehawks" as "whitescars" or "ironhands" you get to keep the paintjob and the fluff, but rulewise you are running the army that gives you the extra abilities. So in your situation, if you want to keep playing firehawks with their special rules, the best bike unit you can run is probably going to be whatever you can make in a normal CAD.

True, but they get the benefits of being "FIrehawks" when they take a non army specific formation like a skyhammer. +1 ST to flamers in a skyhammer does worlds of hurt. My question is, when they take a formation, not a decurion, what is the best? Theres many general bike formations out there.

Try the Hunting Force Formation.

All models must be on bikes and its 1 Captain, optionally a chaplain and command squad, 2-5 bike squads, 1-3 attack bike squads. and 1-3 scout bike squads.

The special rules let each of your models have 2 hammer of wrath attacks on the charge if there are 5 models in the unit and the other rule makes you pick an enemy as your prey (1) HQ unit and two other units ( 2 & then 3) you get to reroll to hit and to wound + they have furious charge special rule anytime they charge the unit that is their prey. You have to destroy them in order though (so the hq first, then the second unit then the third) in order to get the bonuses to hit and to wound.

It has 7 HQs, 2 Troop types with Dedicated Transports, 5 Elite units, 5 Fast Attack units, 6 Heavy Support units, 2 Formations with unique units not in the rest of the codex, and 2 LOW choices.

This synergizes perfectly with the Hawks. They get +1 HoW to all hits. Ill look into this one!

Since formations are self contained, you can play any chapter specific bike formation and paint them as Fire Hawks. As long as you only use the rules for the formation for the models in the formation, you can do whatever.
I use a GK Nemesis Strike Force allied to my Eldar to use my Wratihlord on Vyper jetbike conversions. I use the rules for DreadKnights, but the fluff is that they are prototype anti-Daemon wraith constructs. This is a more extreme example of what I am talking about, but it illustrates my point:

You can use the White Scar formation, and all the models within will use the rules for White Scars, but nothing stops you from painting them as your Fire Hawks and creating your own fluff around them. Really it's one of the coolest things about this game.

the only bike heavy formation we have IIRC is the Hunting force. you can take that you just won't have the advantages of being part of a gladius or similer formation with it

Opinions are not facts please don't confuse the two

I just looked at the pdf for the firehawks chapter tactics and only models with jump packs get the +1 s to hammer of wrath.

Perhaps you should be looking into a Shadow Strike Kill Team formation(2-4 scout squads, 1-3 Vanguard Vet squads. The vets *must* have jump packs). It's a jump pack heavy formation of vanguard vets and a couple units of scouts.

It actually synergizes with the Firehawks CT really well because the formation lets vanguard charge after they arrive from deepstrike and they don't scatter if placed within 9" of two scout squads from the formation. This takes advantage of the +1 S to flamers on the turn they deepstrike and the the +1s to HoW attacks as well.

ANNND it also gives objsec to the Vvet and assault squads. I emailed FW and their just said treat the 'counts as scoring' as objec sec.

This is a really good suggestion. Also good call on the HoW only on jump packs. Frogot it was only them. Oh well. I have 35 bikes that will be taking a hunter cadre since they wont be taking flamers, deepstriking, or are assault squads. Thank you sir, you have fully answered my questions and provided me with the exact answer I was seeking.
