Am I allowed, within the rules, to take a formation as my primary detachment, and then make an allied detachment out of the same codex?

EDIT: In short, no. Not as you described. But yes in another way (see below).

You can indeed make a Formation your primary detachment, but if you do this, you cannot take an "Allied Detachment" from the same faction. However, you CAN take a second detachment from the same faction, just can't be the "Allied Detachment" (1 HQ, 1-3 Troops, 0-1 everything else).

So, if your primary detachment is an Eldar Warhost, you could take a Craftworld Eldar Combined Arms Detachment as another detachment, but you couldn't take a Craftworld Eldar Allied Detachment.

Yes, but the other codex needs to be a different faction. So you could take an Eldar Warhost as a primary detachment and then a Dark Eldar Allied Detachment.

Depending on what faction you play. I know SW and BA have detatchments that are hq and elites instead of hq and troops.

Or maybe you can find a formation that covers what you want to run?

Given that it has to do with Blood Ravens stealing Frag Cannons, finding a formation may be difficult.

Basically, I need to field a force of 1x Deathwatch Watch Captain and 1 squad of Deathwatch Veterans as a standalone force that can be attached to various other things, as a "joke but not really because they killed and looted your best unit" unit.

Just take the Aquila Kill Team Formation:

Aquila Kill Teams:
1 unit of veterans
1 or more Librarians, Terminators, Vanguard Veternas and/or Bikers
Special rules:
- Reroll of 1's to wound and 1's to penétrate.
- Kill team rule: All models in the unit are considered a single unit and cannot divide them through the combat squad rule. IC cannot leave the unit during the game.
Restrictions:
- Formation can have max size of 10 models, not counting the dedicated transports

Sadly, that does not allow a watch captain to be taken :/

That is actually the formation I was going to use as a primary detachment.

The Allied Detachment FoC only has a restriction that it cannot share the same faction as whatever your primary Detachment is.

If you don't particularly care about your warlord, you can select a dirt cheap Inquisition Detachment and buy a 25 point Inquisitor lord (The Inquisiton's own FoC only requires a HQ Choice) and then go nuts with the Allied Detachments (Inquisition does not have a Troop Choice, making it impossible for them to share the same faction as the Allied Detachment while also remaining one of the cheapest options).

Also note that if your army is made up of entirely formations, you can just go unbound to field any units you can't fit in them. Formations retain their special rules in Unbound. The only drawback to this is that the unbound models gain no special rules whatsoever, but unless they are Troops, they weren't going to get any special rules anyways in an Allied Detachment.

This only applies to Formations though, not Decurions or other such things (as those are not Formations).

You can take a Watch Captain (or Librarian or Chaplain) plus a Kill Team in the Strategium Command formation.

Other option is to use Space Marines. They can have Allied Detachments, but only from different Chapter Tactics.
