Hey guys I know very little about 40k fluff. Would this guy be around/seen a Warlord titan and/or an Imperial Knight?

I don't know much of the Astral Claws fluff to be honest (I really should get the Badab book) but he's their head Techmarine, I think. Titans and Knights would be allied forces to a space marine chapter. They would work alongside this guy, but he wouldn't necessarily be part of their crew or maintenance team or anything.

This guy, judging from how he looks, has probably worked on/with a Titan or knight, seeing how he looks like a super fancy techmarine.

Chief techmarine, is similar to senior magos.

There going to be highly skilled with pretty much any machine.
Black templers senior one, activated a ordinatus partly on armageddon...

Technically no - a Master of the Forge is the senior Techmarine in a Space Marine Chapter, and has the overall responsibility for the chapter's armoury - maintaining their pool of vehicles (Rhinos, Land Raiders, Predators etc), weapons, equipment etc. Titans are a whole separate thing, belonging to the various Legios of the Collegia Titanica which are under the domain of the Mechanicus. While a Techmarine has significant Mechanicus training and would probably be held in regard by the Mechanicus (particularly if they were a Master of the Forge), they don't really have anything to do with Titans. The Magos and Tech Priests of the Mechanicus itself would tend to the Titans.

There's probably some more wiggle room with a Knight, especially from an Imperial aligned Household (rather than a Mechanicum aligned Household) or even a Freeblade. Perhaps this Household or Freeblade had an extended deployment with the Space Marine chapter, and as such they pooled resources to keep the machine-spirits happy.
