So was looking through rules when I realized that the rules skilled rider and jink applied to whole unit. Does this make it viable to deep strike tau interceptor lines and survive a wave of shooting?

Only models with the Jink rule can actually Jink. So the Biker can declare Jink (and gain the +1 cover save from the Skilled Rider rule) but the other Infantry or Jump Infantry models in the unit won't be able to claim cover saves from Jink since they don't have the Jink rule.

Skilled Rider does confer the ability to automatically pass Dangerous Terrain tests though which is handy if you Deep Strike into Difficult Terrain, and for your Jump Infantry if they use their jump packs in Difficult Terrain). Bikers also have the Split Fire rule, which lets a model in the unit (doesn't have to be the Biker) shoot at a different target.

You have a couple of mixed rules for cool stuff but overall you have a team moving at foot-slogging pace with a psudo run/charge ability.
As long as you can maintain unit coherency Bikes can move 12' and as long as they haven't used them in the movement phase models with Jump Packs enable the unit to re-roll charges and get a Hammer of Wrath attack in.

But you also have a unit that can't board a transport.

I don't break the rules but I'll bend them as far as they'll go.

I thought I heard that they can be carried aboard a Corvus Blackstar.

Hmm, suddenly there's null deployment shenanigans with the Space Wolves to consider.
