The HH books obviously lol, Thief of Revelations though if I remember correctly

It's from Scars and the conversation between Magnus and The Khan. Magnus reveals that he knows the Emperors true name and that the powers had originally intended the Khan to land on Chemos but was later moved to Chondax.

I don't think the Emperor had ever intended for the Primarchs to be scattered. I think he much rather would have had them remain on Terra where he could raise them the way he had intended.

no, by a primarch, also supported by the events in vengeful spirit, first heretic and the sigilite (last one is if I remember correctly, ill have to re check)

the emp always intended his sons to be scattered, legions like the salamanders, wolves and death guard would not have worked other wise, he clearly wanted his sons to grow in certain cultures and learn certain lessons in life, however, they were snatched away early I believe, and they were sent places they were not supposed to go, or orders swapped, or corrupted in the pods and other myriad things that happened. Malcador says the emp wanted variety in his sons, had they all been raised on terra, they would not have had variety, they would all been terrans with a terran culture, with slight variations.

Maybe, maybe not. Deliverance Lost in my opinion would seem to suggest otherwise.

Nah. Ordinary wolves were bitten by radioactive humans. There are no humans on Fenris.
