I've read a lot of the forms and faqs and i understand IC wouldn't be granted benefits from the formation and all the discussion i could find is about adding with a CAD to a formation, and also there's is discussion on the formation that say no restrictions and what exactly it means. but say im playing 500 points and wanna bring a single formation can i have a independent character join or does it require a force organization slot? due to the lack of harlequins hq not a lot of flexibility for them and im playing a friend tourny but no unbounded. Thoughts? Thx!

Okay, so I think you want to run Harlequins. The only bound list you can make with them is the Masque Detachment from the codex. Harlequins can not make a CAD.

But when you do the minimum requirements with no upgrades at all is exactly 500 points. And that is only 3 Troupes, 2 Starweavers, one voidweaver. No points left for the Elite independent characters.

You might want to ask them if it is okay if you run an unbound list. Then you can use the smaller formations and can use one of the three independent characters available to you.

ya haha its funny the maque is exactly 500. what i did in a friendly game a while ago was cegorach's jest formation with a ic shadowseer and upgrades for 500. but that was just my specific example, the question still stands if an IC needs a force organization slot to join your only formation and still be legal? and when i say legal i mean not unbounded

Yes, the IC still needs to be in a detachment for it to be a Battleforged (i.e. non Unbound) army. Every model in the army must be in a detachment to count (remember that Formations are a type of detachment). Formations are set lists of units (or, more rarely, choices between specific units), if there is no option to take the IC in the Formation, then you can't, and would have to take a separate detachment.

This is not true.

Bound simply means having every model in a detachment (and those models can only be in 1 detachment at a time).

Harlequins are completely capable of running bound forces using any of the formations in the book.

That said, no - you cant run a harlequin character outside of the Masque Detachment, heroes path or Revenge Formation and remain bound.

In fact, at 500 points, the Jest or Falchous Blade are your best bets right now
