While at my local store, I watched a game between Nids and Crons. The Cron player claimed to have a barge (vehicle) with a 2+ armor save conferred by the shroud of darkness(?). Is there anyone that could explain if this is possible or is he misinterpreting?

Yes, its possible. The Command Barge can take Artefacts of the Aeons, of which the Nightmare Shroud is one. It confers a 2+ armour save, amongst other things.

The rider will have 2+ armor. The vehicle part can never take an armor save so won't benefit from the 2+

Yeah. Its the overlord that has the save.

The CCB is a chariot, which means the controlling player may allocate all wounds from a source to either the vehicle or the rider. When allocating to the rider, he would have a 2+ with the Shroud. The barge would have its normal AV 13/13/11 (11/11/11 after a pen).

during the shooting phase. In the assault phase, the other player chooses where to allocate wounds, IIRC
