Which beasts can move 12" and hit hard enough to hurt av13 un-aided by psychic?

Tyranid Raveners with rending claws *could* do this. Its not super reliable, but i have had success with them tank hunting

Any particular reason why you are looking at beasts?

I have 36 scratch built spawns and 2 Renegade Knights as an army. (2 bare bone Renegade Command Squads)

The 36 spawns rush up and hit vehicle rear armor 10 and tie down other shooty units normally aiming at my weakling IKs. Stupid GMC anti poison only letttjng me wound on 6+ instead of 4+! My spawns used to chew thru Wraith Knights.

I was thinking about allying in beasts that can keep up with the spawns and IKs but be able to handle walkers with av12&13.

walkers can hurt my IKs pretth bad. Spawns cant even touch av12&13.

I dont like transports and I am hesitant about bikes bcuz the Purge detachment has zero fast attack slot.

Why Aye Ya Canny Dakkanaughts!

How about a large unit of Khorne hounds with a Herald on Jugg in the centre. Give him loci's to give the unit hatred and rage, and give him the Hellforged axe that is StrD with hits of 6's <--- works great with hatred.

The Herald is Str7 on the charge and the Dogs are Str5.

I have used the new formation with 8 units of hounds which gives all the hounds +1 attack and all benefit from the loci. The Heralds unit has taken down a Lord of skulls, bloodthirsters and it mulched through a whole necron army

Might wanna recheck who can take the Skull Reaver. It can only be taken by BTs and DPs. Which is a shame because it would be amazing on a Herald

The only "Beasts" that I know of that can hurt AV12+ would be those with Rending: the aforementioned Nid Raveners and Daemon Fiends of Slaanesh.
Neither of them are durable enough to want to go Walker hunting.

Beasts that can hurt anything? Necron scarabs. Necron wraiths aren't bad either. Take a canoptek harvest or two. I think they're even allies of convenience with CSM.

Scarab die easily to anything S6 ignore cover. Especially template or blast weapons.

They are Aliies of Convenience with CSM, and the Harvest provides a cheap way of getting just the units you want (plus a cheap MC)

I have no idea why Wraiths were not the first unit to pop in my head. Str6 Rending with plenty of attacks and good durability.
You need to add some Canoptek Harvests to your list, pronto!
