So the Guardian Spear says that it can be used as a Bolter in the Shooting phase and use the Spear profile in the Assault Phase. It says it can do both in the same turn. Does it bypass the restriction on Rapid Fire weapons and Assaulting?

Doesn't seem to have any specific permission to allow you to assault after firing a Rapid Fire weapon.

It's probably to cover situations where the model might gain Relentless or similar. Or it could even be a hint at changes in 8th ed?

Yes, but it doesn't prevent you from shooting in Overwatch and attacking in the Assault phase.

There is actually a rule that you can only use one profile in a turn

Aye, RAW every weapon with a melee and shooting profile can only use 1 per turn by default.

The recent draft FaQs changed this for other such weapons on an individual basis (since some like the Ork Burna are intended to be a "one or the other" deal). It seems the writers of the DW codex were forward thinking and wrote it in such a way that there'd be no need for it to be FaQ'd in the future.

Well that is stupid. But then again, it isn't like anything in the DW codex besides a Terminator is Shooting and Assaulting in the same turn either.

Except for you know Bikers (which have Relentless), Vanguards (which have Pistols with Special Issue Ammunition) and Veterans who swap either their Bolter or CCW for one of the numerous Assault weapons (Shotguns, Flamers, Meltaguns, Infernus Heavy Bolters, Frag Cannons etc).

Why the Guardian Spear was written to have a rapid-fire weapon on it is beyond me. The Spear itself is even modelled with the trigger down the bottom near where you'd probably be holding the spear itself for a charge anyway. And is firing 2 shots of Special Issue Ammunition before you charge really that overpowered on a 175pt model?

It might be a reason to take banebolts; the bolter profile on them is assault 1

Watch captain, librarian, and Chaplain all have them, as do Vanguard Vets.

The regular DW vets really shouldn't; the special ammo on bolters unitl they close for assault and then again to assault(from the pistol) would be a bit much.

If you want assaulty deathwatch, they trade special ammo for better pistols(and the obligatory awesome melee weapon) or Deathwatch shotguns.
