From what I can deduce, the criticisms against HHs is they are:
Too expensive points wise.
Outclassed in their role by vanilla veterans or seekers.
Is this correct and secondly, how would you fix them to be a good, solid elite choice for Alpha Legion?

I think alot of the problem comes from them only having access to Bane Strike bolts which aren't really that great, particularly when you compare them to Seekers, which they are supposed to be a refinement of.
18" S4 AP5 with AP3 on a 6 just isnt that great compared to say the buffed Scorpius Bolts which are 24" Range S5 AP2 with Shred.
I think they are further hindered by the fact that they already have Infiltrate, so if you take them in a Coils of the Hydra list you aren't gonna be as capable of stacking USRs on them by selecting a Mutable Tactic that isn't infiltrate. Unless you are throwing all your guys into Transports or Deep Striking them.

Give them access to the same specialist ammo a seekers for starters. Probably give them PE as well.

I would rather have them excell in shooting or in CC, as it is now, they are mediocre at both. Ap3 when you roll 6,OMG,so awesome. Power weapon but STR3....So compared to more specialized units, they fail at both roles, yet pay for that versatility a lot. If you want shooting unit, you will take better and cheaper options. If you want cc unit, you will also take better options. If you want mediocre expensive unit, you will take them. But why would you wanna take this really expensive unit which is outclassed by almost everything?

While the Power Dagger is S3, its also got Rending, the thing that hurts them in melee is that the Dagger is a Specialist Weapon so they are limited in their attacks.
I'd also suggest giving them all seeker ammo, or make their ammo be flat AP3.
Another thing is make it so they can choose their Mutable Tactic separate from the main force.

I like this idea. It means you can take them in coils of the hydra without taking everything in transports and without overlaps.

I think that would be the easiest way to buff them.
And maybe rather than a flat AP3, give them their Pseudo Rending on 5s and 6s.

I'd just be pretty happy if they stayed as mediocre as they are and their cost went down to a veteran squads cost.
I normally just use the Headhunter models as sniper Vets, but I'd love to have that elites slot opened up for something else. So I'd take them, as mediocre as they are, if they can be as cheap as Vets and only take up a fast attack slot

Yeah look, I have tried a fair bit to make them work in my lists because I love the models.
But I just cannot justify it. I'd prefer a squad of Sniper Vets.
To me they either need to be cheaper or they need to have their banestrike rounds hitting at ap3 all the time, not just on 6's. I am inclined to say the cheaper option as the constant ap3 is arguably a bit too OP.
Their combat annoys me, could be fixed significantly by giving them 1 extra attack by default (thus mimicking a pistol + ccw).

It's a shame that one of AL's most iconic units is so medicore, to say the least. Until FW makes their rules at least semi-competitive, I'm using their cool models as Seekers.
