this is different to the Errata from 2014 which says all can use malefic
but, the Errata is for the old codex and does not count for the new one, except that no one seems to care and all still use Malefic because the Errata say so

The Demonic Incursion edition isn't a new codex, its just the old one with new material added. So the 2014 errata still applies

so you assume they just missed to add this for the Horros by accident and that it is not intended

Yes. The Incursion edition is 95% copy pasting the original codex. Its pretty easy to believe that they copy pasted the Pink Horror entry and forgot to add the arrata to it.
