So, it's been a while since I've played and now I'm getting back to the game. That being said I need clarification on Psychers. The Deathwatch codex says that you can take from almost every psychic discipline. That being said, prior to the game, do you have to choose a particular skill(s) or can you choose any to use during the psychic phase?

If you played Fantasy, it's like that now. You roll on a table before the start of the game for your powers and they remain so for the duration of the game (unless a special rule changes it or you lose the power due to a special rule).
